The apparent knee-jerk reaction of law officials to treat cases of Islamic inspired murder of Jews, and others, as acts of madness stems from CVE policy, Countering Violent Extremism, “in order to avoid driving “moderate” Muslims into the arms of the “radicals”.”

Gilles-William Goldnadel, a lawyer who represents Halimi’s family, denounced what he called “the ‘systematic psychiatrization’ of radical Islamic anti-semitic murders.”4 At the beginning of this century, French sociologist Shmuel Trigano, had already exposed a similar attitude of the country’s authorities.

THE HALIMI MURDER AND THE MENTAL HEALTH OF FRANCE

On April 4, 2017 Sarah Halimi, a 66 year old Jewish woman, was murdered by 27-year-old Kada Traoré. He broke into her home in the middle of the night. Traoré tortured Halimi and afterwards threw her out of the window of her fourth floor apartment in the Belleville neighborhood in northern Paris.

 

Witnesses heard Traoré, a Muslim of African origin, shouting Allahu Akbar – Allah is great — while committing his crime.1 Traoré had made many anti-Semitic remarks toward Halimi in the past, calling her and her relatives ‘dirty Jews’.2 The authorities tried to downplay or ignore the antisemitic nature of the murder.3 They claimed that the murderer was mentally ill, even if he had no such history. The mainstream media ignored this religiously-motivated crime.

 

Gilles-William Goldnadel, a lawyer who represents Halimi’s family, denounced what he called “the ‘systematic psychiatrization’ of radical Islamic anti-semitic murders.”4 At the beginning of this century, French sociologist Shmuel Trigano, had already exposed a similar attitude of the country’s authorities.

 

In late 2000 and the beginning of 2001, there was a huge outbreak of antisemitic violence in France. Almost all perpetrators were immigrants from Muslim countries or their descendants. Trigano related that the antisemitic violence went largely unreported by both the press and public authorities. He added that there were convincing indications that the Jewish community was asked by the socialist Jospin government not to give much publicity to the increased anti-Jewish aggression. The reason given was that doing so might inflame the situation. The French government wanted to maintain what was then already an illusory “social peace.”5

 

The expression “social peace” in such a context is a euphemism for ignoring or whitewashing antisemitic aggression by Muslims. A recent study on antisemitism in seven European countries concluded: “Available data on perpetrators suggest that individuals of Muslim background stand out among perpetrators of antisemitic violence in Western Europe, but not in Russia, where right-wing extremist offenders dominate. Attitude surveys corroborate this picture in so far as antisemitic attitudes are far more widespread among Muslims than among the general population in Western Europe.”6

 

Trigano also mentioned a case of hiding the truth about an ideology-related murder which had no Jewish aspects: “In 2002 the Deputy Mayor of the southern French town Beziers was murdered by a Muslim. The official story was the killer was a madman.” Later the city’s mayor accused the Minister of the Interior, Daniel Vaillant, to have forced this version on the municipality. The mayor said that after the murder Vaillant came to Beziers and presented the madman story as “an official truth.” Trigano added: “Later it became known that the French intelligence services had discovered that the murderer was linked to Al Qaeda.”7

 

In 2003, Sebastien Selam, a Jewish disc jockey, was killed by his Muslim childhood friend and neighbor Adel Amastaibou. Medical experts found the murderer mentally insane. When the judges accepted this conclusion the findings prevented a trial in which antisemitism in substantial parts of the French Muslim community might have been discussed.

 

Richard Prasquier, then chairman of the CRIF, the umbrella organization of French Jewry, followed the case. He said that it was scandalous that Amastaibou was put in a mental hospital but was given permission to leave the premises on weekends. Prasquier said, “The doctors thought it would be good for his mental health to return home, but never once considered the health and safety of the family of the victim, the Selam family.”8

 

In 2006, Ilan Halimi, a young Jew was kidnapped and tortured for twenty-four days before being killed. His kidnappers, led by Youssouf Fofana, called themselves the “Gang of Barbarians.” When his court trial began in 2009, Fofana shouted “Allahu Akbar” He gave his identity as “Arabs African revolt barbarian Salafist army.”9

 

In 2012, Mohammed Merah, a French Muslim of Algerian origin, killed a Jewish teacher and three children in front of their school in Toulouse, Otzar Hatorah. Earlier that month he had murdered three French soldiers. Later his brother, Abdelghani Merah, published a book in which he described their parents as having educated them to be fanatic anti-Semites. He wrote that his sister Souad and brother Abdelkader are also extreme anti-Semites.10 As Mohammed Merah was killed in a shootout with the French police, there was no specific need to declare him mentally ill.11

 

In 2015, Amedy Coulibaly, an African Muslim, murdered four Jews in the Paris Hyper Cacher supermarket. He was later killed by security forces.12

 

One thing which has changed however is that Jews no longer remain silent as they did at the beginning of this century. A march took place in the Belleville neighborhood to protest the silence of the media.13 A number of intellectuals, some of them non-Jewish, published a statement on the antisemitic character of the murder of Halimi.14

 

The president of CRIF, Francis Kalifat, published an op-ed in the Figaro daily where he wrote that “there is evidence that this is a textbook case of an anti-Semitic murder. Tthis heinous crime has not been recognized for what it is.” He added that Halimi “was butchered for the sole and only reason that she was Jewish.” Kalifat also wrote that he would continue to pressure authorities until the truth comes to light.15

 

France is the country with the largest absolute number and percentage of Muslims in Western Europe. One widely quoted study by Pew from 2010 estimated that France had 4.7 million Muslims. At 7.5 percent of the population, this meant that the country had the largest Muslim population in Western Europe.16 Many French Jews understand that the main antisemitic problems they encounter in France are due to hatred and aggression by part of the large Muslim presence combined with the lack of will by the authorities to face up to the truth. The problems of French Jewry are thus structural rather than incidental.17

 

There are 751 areas in the country referred to by the French as “sensitive urban zones.”18 Part of these might better be called “No Go Areas.” Trigano said at the time that antisemitism is a barometer of gauging French society’s perverseness.19

 

The new French president, Emmanuel Macron, has made promises for huge change in France. Finally, during Prime Minister Benjamin Netanyahu’s recent visit to Paris – more than three months after the murder – Macron has said: “Despite the denials of the murderer, our judiciary must bring total clarity around the death of Sarah Halimi.” That evidently does not force the judiciary to act accordingly. Macron’s overall rhetoric is very ambitious. In light of the Halimi murder and its aftermath, Macron might also give some thought to the mental health of France.
