Divest the government of the offices that monitor such situations and disperse the authority to the municipal level. They couldn’t do any worse than what the UK government has done over the past 20 years. This is what happens when any government gets too bloated and full of un-elected bureaucratic hacks.

Multiculturalism will lead to a terrible war. So long as countries roll over to groups seeking more tolerance to spread their intolerance, then we will see more of this. So long as these groups feel that their religious law is law and they turn up their noses at the law of the land, there will be big trouble. When will the world come to understand that tolerance is a two way street.
Members of sex gangs who are found guilty should in addition to jail terms be subject to caning. This form of punishment(caning) was introduced by the British in their colonies for rapists and violent criminals. Here is an example of such punishment. Warning very graphic.
