No, the explosive device wasn’t something manufactured and fired from Israel, it most likely took place in an area that is frequently used as a launching site for Qassem rockets into Israeli civilian centers.

Witnesses said a group of children stumbled upon a homemade rocket or a mortar shell and began playing with it. The device exploded, injuring all seven children, one of whom died later of her wounds. Another boy was in critical condition. “
That the Palestinians choose to use their own civilian centers as military zones, is the reason why these children got their hands on the explosive ordinance in the first place. Last year a similar tragedy occurred when a Palestinian mine (planted on a public beach) exploded, killing a large portion of a family.
